I am by no means a Russian apologist, but all that General said was that their military doctrine allowed for a nuclear strike on Poland. That is an open question -- some countries only use nukes in response to nukes. Others only use them against nuclear countries. What Russia said was that it would authorize nukes against a non-nuclear ally of the U.S.
He did not say that they would consider nuking Poland simply because the U.S. installed a missile battery there.
