I was actually thinking that subtracting 500 points for a loss might be better than adding 1000 for a victory.
Start at 12/24 and bottom out at 10/20

So, hypothetically, in a 1 on 1 game, the first game is 12k vs. 12k. Does the loser of game 1 get 11.5k and the winner get 12k for Game 2? And he'd be down to 11k for game 3 if he lost again?

Actually I really like that dynamic as I think about it. You just start the campaign with 12k/24k armies and lose 500 points each time you lose. Theoretically, if it went back and forth enough, both sides could be down to 10k (or 20k) after 8 or so battles.

Yeah everytime you lose you lose 500 points. Winning just keeps your armies intact. Gives(possibly) the feel of having your armies worn down insted of having the victor field more/better men. 1000 points for a french victory would mean you could trade a militia unit up to a Old Guard unit which is a huge jump in capability. It could even be tweaked out at lose 750 for a loss
and if the victor loses more than 40% of his units he would lose say 250 points or even a few more if he took 50%+ casualties.

I would also put forward that the victor choses the next map but the loser picks which side of the map to defend.

Cool. Can you scout out a few maps that would be good to use. The one that we used for the 4 player game where you and Jim had the high ground on that ridge would be a great East/West map for a guy making his last stand.
You get the maps and I'll put the finishing touches on the proposed rules. And beat on Frank to get this installed -- I'm pretty sure he was a closet Rome Total War player.

I looked over a bunch of maps.
For the initial and second layers of maps 1 fields of battle 2 Flanders fields 3 Gun Steppe 4 Gun Grassland 5 GS Village 6 uo Lowlands 7 meeting ground 8 Hagelburg 9 Flatinland1 10 Flatinland 2 11open fields2 (#1 has a fort) 12 I think most of the other open fields maps would work Some of the nastier maps for the last layer 1 Gun Two Woods 2 Gun Fortified 3 Borodino --quite big with a river crossing 4 Dennewitz 5 Guns and trenches ---huge hill 6 Gun Ravine These are all I have looked at the early ones seem fairly well matched somewhat open or even nearly all open. I suggest others take a look at some of these and others to see what we are Interested in playing and where we want to group them.
