Well, after playing just a little while with it I like the improvements I have been able to distinguish. The battle maker is not CM-like but rather think CC3 in that you take a pre-made map and assign forces to it. You cannot pick individual force components however the scenario designer can build up to 20 different force packages for you to choose from. And they can be from any of the major players from WW2. You then select an alliance number to determine your teammates rather than aligning by country. So theorectically you could have a match with 4 players with one team having Germans and Soviets vs. Ami's and Germans. Also, there is a chat room available but its browser based and not in game.
There is however a master server list for available games that are awaiting players to join and this is accessed in-game. I haven't messed with it yet but the demo video makes the map editor look fairly simple. I can envision having a database of over 1000 custom maps in a very short while.
